
High Uppsala is an Iron-Age Norse city state nestled in the Great Mountains of Desmos. The civilization is a theocracy, with Odin being the leader, but governing the people through human priests, such as Heimdall. The people of High Uppsala have an unusually high standard of living and degree of freedom. Crime and poverty are nonexistent, making the city the safest and healthiest in Desmos. Because of this, the citizens of High Uppsala rarely venture out into the world, choosing to import goods via foreign merchants.
High Uppsala’s relations with its neighbors are undeveloped at best, with smaller settlements, like Ragnarkeld, heavily distrusting of Odin, and by extension, High Uppsala itself. Germania’s relationship with High-Uppsala was ruined the moment it began due to Erich Wolfe’s purchase of two High Uppsalans abducted by a rogue group of anti-Odin traditionalists, that, and Germania’s subsequent refusal to give them back. The relationship between The Ggollek Empire and High-Uppsala is even more fraught with conflict due to the ggollek’s desire to mine the resources that High Uppsala is strategically sitting upon. Finally, High Uppsala’s relationship with the River State’s is complex due to the differing opinions of the individual states; however, none of them are overtly hostile to High-Uppsala and most of them are readily willing to buy iron, copper, tin, and gold from High Uppsala.
